Thomas Baltazar
President and Founder

Thomas Baltazar founded Comprehensive Approach in 2008, initially establishing it as a premier provider of best in class solutions to change management and strategic challenges to a variety of USG, private sector, and foreign clients.

 

Mr. Baltazar retired from the US Army Special Operations Forces in 2005. He operated at the highest levels of the US Department of Defense (DoD) and the US Agency for International Development (USAID).  He brings over 35 years of operational and strategic-level experience on almost every continent and numerous US and international agencies. Mr. Baltazar also brings decades of experience in construction management experience on Federal, State and Commercial construction projects in the US and abroad.

 

Mr. Baltazar holds a bachelor's degree in Civil Engineering from the Virginia Military Institute and a master of science degrees in International Relations and National Security and Policy.

Mr. Glenn Lawson joined CAS in 2021 and possesses over 42 years of professional experience, ranging from strategic posts within the Pentagon to tactical commands within the Special Forces community. After retirement from the US Army in 2004, Mr. Lawson became a Defense Consultant and served as project leader and primary author of two ground-breaking future military operating concepts on Irregular Warfare: the Multi-Service Concept for Irregular Warfare and the first Department of Defense (DoD) Irregular Warfare Joint Operating Concept.

 

Mr. Lawson has over 15 years’ experience as a Program Manager and is a certified Project Management Professional (PMP).

Mr. Lawson holds a bachelor's degree in Resource Management from Troy University and is a graduate of the US Army Command and General Staff Course (CGSC).

Ms. Michelle Carpenter started collaborating with CAS in 2019 and became a part of the team in 2021.  Ms. Carpenter served 5 years in the US Navy Civil Engineer Corps then moved on to private sector opportunities where she refined skills with specialty trades, lead design and development teams, mastered complicated scheduling, developed finance tools, and assembled industry best practices.  During the 20 years she spent in the construction industry, she has managed over $200 million in new build and renovation projects.

 

Ms. Carpenter holds a bachelor’s degree in Civil Engineering from the University of Virginia.  She is a licensed Professional Engineer and certified LEED Associate Professional.
